Manila Central University proudly honors Undersecretary Ricojudge Janvier “RJ” Echiverri, a distinguished alumnus of the MCU Basic Education Department, Batch 1995, for attaining one of the most prestigious distinctions in the Philippine civil service — the rank of Career Executive Service Officer I (CESO I).
This rare and highly esteemed title is conferred only upon the most exemplary leaders in the bureaucracy who have consistently demonstrated professional competence, ethical integrity, and a deep commitment to effective and responsive governance.
Of approximately 2,700 career executive positions in the national government, only about 1,300 are held by Career Executive Service Officers (CESOs), ranging from CESO VI to CESO I. Among these, only 25 leaders nationwide currently hold the CESO I rank, the highest possible level within the Career Executive Service. This elite group represents less than 2% of all CESOs across the country — a testament to the exceptional merit and leadership excellence of those who have achieved it.
Undersecretary Echiverri now stands among this select cadre of the nation’s top government executives.
